By using a database called National Criminal Justice Reference Service (found in the Ns in our alphabetical list of databases), I found an article, available in print at the Walsh University Library. It’s from 1979, but might still prove helpful. Come to the Reference Desk with this information and we can take you to the periodicals collection to see the whole article. https://www.ncjrs.gov/app/publications/abstract.aspx?id=59863

You can do a search yourself in the National Criminal Justice Reference Service https://www.ncjrs.gov/ using the same terms as above (FRONT LICENSE PLATES) to see a list of items that might serve your needs. 

I realize you will need to dig through titles that aren't what you're looking for, but sometimes there isn't much actual data available on a topic. You might contact your professor for more suggestions about useful websites.
